feat(spm): update MM_SP_MEMORY_ATTRIBUTES_GET_AARCH64 interface
Update MM_SP_MEMORY_ATTRIBUTES_GET_AARCH64 interface correspondant to FF-A v1.3 memory management protocol's FFA_MEM_PERM_GET interface [0].
This adds one input/output parameter with page_count to set search range and get the range having same permssion from base_va.
This change is backward compatible.

refactor(cm): convert el1-ctx assembly offset entries to c structure
Currently the EL1 part of the context structure (el1_sysregs_t), is coupled with feature flags reducing the context memory allocation for platforms, that don't enable/support all the architectural features at once.
Similar to the el2 context optimization commit-"d6af234" this patch further improves this section by converting the assembly context-offset entries into a c structure. It relies on garbage collection of the linker removing unreferenced structures from memory, as well as aiding in readability and future maintenance. Additionally, it eliminates the #ifs usage in 'context_mgmt.c' source file.

feat(cpufeat): enable FEAT_SVE for FEAT_STATE_CHECKED
Add support for runtime detection (ENABLE_SVE_FOR_NS=2), by splitting sve_supported() into an ID register reading function and a second function to report the support status. That function considers both build time settings and runtime information (if needed), and is used before we do SVE specific setup.
Change the FVP platform default to the now supported dynamic option (=2), so the right decision can be made by the code at runtime.
