There are a few, functionally identical, ways to call the preprocessor
on a non-C file, depending on the file. They differ in subtle, not
entirely correct, ways - one is missing a dependency to the makefiles,
another generates its .d inline, and the prints are different. That has
resulted in platforms reimplementing this functionality, making the
build brittle - a change to the overall build system doesn't propagate.
So add a MAKE_PRE macro that will make a rule with all the bells and
whistles to run the preprocessor on an arbitrary file.

This patch converts the arm platforms' cot_descriptors DTS rules. The
files are renamed to fit with the build rule and all extra flags are
dropped. Those flags are only necessary for building BL2 c files, which
will be passed to the output C file. Only the DTS flags are needed for
the preprocessing step, which will be passed automatically.

This patch adds a `summary` command, invoked with:

poetry run memory summary <map-file>

This command is capable of producing a summary table, similar to the
footprint command, or an HTML flame-graph representing the size of ELF
image sections.

When specified with `-o` (`--old`), an old GNU map file is used as a
past state and subtracted from the GNU map file specified by
`<map-file>` to annotate printed information with additional size
deltas.

Note that many bootloaders include alignment padding and will align to
a page size. To exclude this alignment-padding from the summary, use the
`-e` switch.

For example:

$ poetry run memory summary bl1.map -e -d 1

- `--footprint` (becomes `memory footprint`)
- `--tree` (becomes `memory tree`)
- `--symbol` (becomes `memory symbol`)

So, for example, where previously you would generate the memory
footprint of a build with:

memory --tree

You would now instead use:

memory footprint

Any flags specific to a command (e.g. `--depth` for `tree`) must be
specified after the command, e.g.

memory tree --depth 1

... instead of:

memory --depth 1 tree

BREAKING-CHANGE: The image memory map visualization tool now uses
commands, rather than arguments, to determine the behaviour of the
script. See the commit message for further details.

This commit adds a command create-from-yaml to tlc, which
creates a transfer list from a yaml file. It also changes
the files structure of the fixtures in the unit tests so
they are in a directory called trusted-firmware-a. This
is necessary because blob file paths in the yaml file are
relative to the root of TF-A.

The blob files are not verified by TLC, so it can be used
to load arbitrary binary information into the transfer
list. The authenticity of the transfer list must be
ensured by the loader.

Transfer List Compiler is a command line tool that enables the static
generation of TL's compliant with version 0.9 of the firmware handoff
specification. The intent of this tool is to support information passing
via the firmware handoff framework to bootloaders that run without
preceding images (i.e. `RESET_TO_BL31`).

It currently allows for TL's to be statically generated from blobs of
data, and modified by removing/adding TE's. Future work will provide
support for TL generation from configuration file.
