If Poetry is available in the build environment, use Poetry when
running sp_mk_gen.py script. This ensures dependencies that are needed
to run the script are accounted for.
Needed to successfully run the following config:
spm-l2-boot-tests/fvp-default,fvp-spm-optee-sp,fvp-default: \
fvp-spm.optee.sp
