When TRANSFER_LIST build option is used, arg0 doesn't pass the
SPMC manifest. but it should be passed to load SPMC.
For this, adds the spmc manifest entry in the transfer list
with TL_TAG_DT_SPMC_MANIFEST tag and
let spmd load the spmc manifest from transfer list.
