bios_emulator: Always print errors when opcode decode fails
This is a rare event and should not happen. When it does it is confusing to
work out why. At least we should print a message.

Leave x86emu op code tables in default section
Forcing the tables into got2 caused extra relocation when using -mrelocatable.
This patch requires any board defining CONFIG_BIOSEMU to use -mrelocatab
