env: Rename getenv/_f() to env_get()
We are now using an env_ prefix for environment functions. Rename these
two functions for consistency. Also add function comments in common.h.

We are now using an env_ prefix for environment functions. Rename these
two functions for consistency. Also add function comments in common.h.
Quite a few places use getenv() in a condition context, provoking a
warning from checkpatch. These are fixed up in this patch also.

dm: Use dm.h header when driver mode is used
This header includes things that are needed to make driver build. Adjust

board_f: Drop setup_dram_config() wrapper
By making dram_init_banksize() return an error code we can drop the
wrapper. Adjust this and clean up all implementations.

These boards share the same components (open-ethernet, ns16550 serial,
