Build arch/$ARCH/lib/bootm.o depending on CONFIG_CMD_BOOTM
MAKEALL is fine for ppc4xx and mpc85xx.
Run checks were done on our controlcenterd hardware.

1. Split the common cache access from cpu.c into lib folder.
2. Rename the following cache api to adapt com

- dcache_flush_rang -> flush_dcache_rang
- icache_inval_range -> invalidate_icache_range
