kbuild: fix CROSS_COMPILE settings in config.mk
The syntax
CROSS_COMIPLE ?= <cross_compiler_prefix>
does not work because config.mk is parsed after
exporting CROSS_COMPILE.

Move lib_$ARCH directories to arch/$ARCH/lib
