bcm281xx: clock: avoid possible NULL dereference

It does not make sense first to dereference c and then
to check if it is NULL.

The problem was indicated by cppcheck.

treewide: replace #include <asm/errno.h> with <linux/errno.h>

Now, arch/${ARCH}/include/asm/errno.h and include/linux/errno.h have
the same content. (both just wrap <asm-generic/errno.h>)

chip reset. Define register block base addresses for the bcm281xx
architecture and create an empty gpio header file required when
CONFIG_CMD_GPIO is set.
