Support for aborted powerdowns does not require much dedicated code. Rather, it is largely a matter of orchestrating things to happen in the right order.
The only exception to this are older secure world dispatchers, which assume that a CPU_SUSPEND call will be terminal and therefore can clobber context. This was patched over in common code and hidden behind a flag. This patch moves this to the dispatchers themselves.
Dispatchers that don't register svc_suspend{_finish} are unaffected. Those that do must save the NS context before clobbering it and restoring in only in case of a pabandon. Due to this operation being non-trivial, this patch makes the assumption that these dispatchers will only be present on hardware that does not support pabandon and therefore does not add any contexting for them. In case this assumption ever changes, asserts are added that should alert us of this change.

Add support to setup S-EL0 SP context during power management power on procedure. In case of power on, initialise the context data structure for the secure world on the current CPU. The S-EL0 SP does not support power message. Add the check to make sure that it does not subscribe to any power messages.

feat(spmc): add support for FF-A power mgmt. messages in the EL3 SPMC
This patch adds support for forwarding the following PSCI messages received by the SPMC at EL3 to the S-EL1 SP if the SP has indicated that it wishes to receive the appropriate message via its manifest.
1. A PSCI CPU_OFF message in response to a cpu hot unplug request from the OS. 2. A message to indicate warm boot of a cpu in response to a cpu hot plug request from the OS. 3. A PSCI CPU_SUSPEND message in response to a cpu idle event initiated from the OS. 4. A message to indicate warm boot of a cpu from a shallow power state in response to a cpu resume power event.
This patch also implements the FFA_SECONDARY_EP_REGISTER function to enable the SP specify its secondary entrypoint.
