These files were meant to be platform specific, but they are generic
enough that a range of platforms find them useful. However, refactoring
them is

These files were meant to be platform specific, but they are generic
enough that a range of platforms find them useful. However, refactoring
them is difficult as their use is platform specific. So copy them to a
generic place and redirect platforms to them.
The new copies will remain for compatibility for platforms that don't
want to or can't take up upcoming refactors and the old copies can be
drastically refactored to make them more widely applicable.

watchdog. This allows for a cleaner separation of responsibilities where
all watchdog operations have to go through Trusted Firmware and we could
no longer have kernel and firmware poking concurrently at the same
register block.

The Mediatek MT8173/MT8183 SoCs are prime candidates for switching to
the new bl31_params_parse() helper, so switch them over. This will allow

Pre-v8.2 platforms such as the Juno platform does not have
the Scalable Vector Extensions implemented and so the build
option ENABLE_SVE is set to zero.
