feat(mt8196): add audio SMC cmd implementation
To enable audio SMMU, MTK_AUDIO_SMC_OP_DOMAIN_SIDEBANDS setting
is required to allow audio to use its own DAPC IP domain. If not

To enable audio SMMU, MTK_AUDIO_SMC_OP_DOMAIN_SIDEBANDS setting
is required to allow audio to use its own DAPC IP domain. If not
set, audio access to DRAM will be blocked.
- Add MT8196 specific code
- Enable for MT8196
