The `libraries` target is a `.PHONY` target to which various real
library targets, including the Event Log library, have been added over
the years. This target is added as a dependency to any target created
with the `MAKE_BL` function. While this might look convenient on the
surface, it also dictates that a library must be linked even to images
it is totally irrelevant for.

The Event Log library is a good example of this; the library is not
typically used by all images, but by attaching itself to the `libraries`
target it becomes mandatory for all of them.

This change returns some of the control over when and where the Event
Log goes to platform maintainers via the introduction of two new
variables:

- `LIBEVLOG_LIBS`: the path to the Event Log static library.
- `LIBEVLOG_INCLUDE_DIRS`: include directories for the public API.

These can be appended to `BLx_LIBS` and `BLx_INCLUDE_DIRS` to include
the Event Log library in the relevant bootloaders.

If ENABLE_FEAT_RAS is unset on the build commandline the platform.mk
will run and make its decisions with the flag unset, after which

will run and make its decisions with the flag unset, after which
arch_features.mk will run and enable the feature. The result in the RAS
case is a build failure due to missing symbols.

Nvidia works around this by setting ENABLE_FEAT_RAS manually despite the
arch_features.mk setting.

Every platform that enables ENABLE_FEAT_RAS also pulls in
std_err_record.c and ras_common.c. So fix the build failure by having
these files be pulled into the build from common code in bl31.mk.

kernel when it is loaded as BL33. It replaces the FVP specific macro
`FVP_HW_CONFIG_ADDR` with a common macro `ARM_HW_CONFIG_ADDR` for
accessing the device tree blob base address.

For FVP the DT address is set to use `ARM_PRELOADED_DTB_BASE` if
provided, falling back to a default address otherwise.

This provides a consistent mechanism for Arm platforms to define and
override the DTB base address used during kernel handoff. It reduces the
chance of misconfiguration, and simplifies platform integration.

There are a few, functionally identical, ways to call the preprocessor
on a non-C file, depending on the file. They differ in subtle, not
entirely correct, ways - one is missing a dependency to the makefiles,
another generates its .d inline, and the prints are different. That has
resulted in platforms reimplementing this functionality, making the
build brittle - a change to the overall build system doesn't propagate.
So add a MAKE_PRE macro that will make a rule with all the bells and
whistles to run the preprocessor on an arbitrary file.

This patch converts the arm platforms' cot_descriptors DTS rules. The
files are renamed to fit with the build rule and all extra flags are
dropped. Those flags are only necessary for building BL2 c files, which
will be passed to the output C file. Only the DTS flags are needed for
the preprocessing step, which will be passed automatically.

BREAKING-CHANGE: LibTL is now included in TF-A as a submodule.
Please run `git submodule update --init --recursive` if you encounter
issues after migrating to the latest version of TF-A.
