Introduce a macro guard so platform coherency functions are only
compiled when HW_ASSISTED_COHERENCY is 0 (disabled). Many platforms
enable HW-assist

Introduce a macro guard so platform coherency functions are only
compiled when HW_ASSISTED_COHERENCY is 0 (disabled). Many platforms
enable HW-assisted coherency by default, so compiling empty
definitions is unnecessary.

This refactor removes those empty functions for Arm CSS platforms.

rules a bit simpler.

The main benefit is that plat_my_core_pos(

These files were meant to be platform specific, but they are generic
enough that a range of platforms find them useful. However, refactoring
them is

These files were meant to be platform specific, but they are generic
enough that a range of platforms find them useful. However, refactoring
them is difficult as their use is platform specific. So copy them to a
generic place and redirect platforms to them.

The new copies will remain for compatibility for platforms that don't
want to or can't take up upcoming refactors and the old copies can be
drastically refactored to make them more widely applicable.

initialization functions for the PCIe controller and NIC400 with

The soc_css.mk file within the plat/arm/soc module currently implements
initialization functions for the PCIe controller and NIC400 within the
SOC specification. However, as none of the Neoverse reference design
platforms necessitate the initialization of PCIe or NIC400, remove the
soc_css.mk from the common makefile.

Additionally, empty initialization functions for PCIe and NIC400 are
added to satisfy the requirements of the plat/arm common code, which
expects these functions to be present.

Currently, neoverse_rd is hosted under the "css" directory. However,
"css" directory is more relevant for hosting css definitions and
corresponding sources

Currently, neoverse_rd is hosted under the "css" directory. However,
"css" directory is more relevant for hosting css definitions and
corresponding sources. Since neoverse_rd hosts source and header for css
and soc, move neoverse_rd from css to board folder. Consolidate common
sources and headers under neoverse_rd/common. Additionally, group RD-V1,
RD-V1-MC, RD-N2, RD-N1-Edgex2 and SGI-575 within neoverse_rd/platform.
With the changes in this commit, the tree view would look as follows:
