Introduce the ARM_PLAT_PROVIDES_BL2_MEM_PARAMS flag so that
Arm platforms can supply their own bl2_mem_params_desc.c
implementation if needed. When this override is enabled,
the common arm_bl2_mem_params_desc.c implementation is
excluded from BL2_SOURCES. The platform must then append
its own bl2_mem_params_desc.c file to BL2_SOURCES.

warning in platform.mk of that platform to make the status explicit.
Update docs/plat/index.rst to list RD1AE with deleted version set to
TBD.
Drop from the deprecated table platforms that were already deleted in
v2.13 (TC2, fvp_r, SGI-575, RD-N1-Edge, RD-V1, RD-V1-MC).

enough that a range of platforms find them useful. However, refactoring

These files were meant to be platform specific, but they are generic
enough that a range of platforms find them useful. However, refactoring
them is difficult as their use is platform specific. So copy them to a
generic place and redirect platforms to them.

The new copies will remain for compatibility for platforms that don't
want to or can't take up upcoming refactors and the old copies can be
drastically refactored to make them more widely applicable.

but the rd1ae platform Makefile still carries the old name, probably due
to the ups

to the upstreaming overlapping with the rename.

Replace the old build option with the proper name, to make sure that
MPAM support gets compiled in without runtime checks.

Create a new platform for the RD-1 AE automotive FVP.
This platform contains:
* Neoverse-V3AE, Arm9.2-A application processor
* A GICv4-compatible GIC-7

This platform contains:

* 128 MB of SRAM, of which 1 MB is reserved for TF-A

and BL2 runs at ELmax (EL3).

Additionally, this commit updates the maintainers.rst file and
the changelog.yaml to add scope for RD-1 AE variants.
