Add the watchdog driver stub and hook it into the generic QTI driver
framework. The stub remains disabled while QTISECLIB continues to
provide the active implement

Add the watchdog driver stub and hook it into the generic QTI driver
framework. The stub remains disabled while QTISECLIB continues to
provide the active implementation.

For coverity purposes, enable the driver on the non-bootable builds for
the kodiak/rb3gen2 platform.
