SM partition SMAG1 permissions were wrongly set for generating DEK blob
which results in error while decapsulating DEK blob during HA

SM partition SMAG1 permissions were wrongly set for generating DEK blob
which results in error while decapsulating DEK blob during HAB
encrypted boot.
Setting the permissions correctly fix this issue.
