This patch adds the usb2 phy properties for usb2/3 controllers.
With this patch, the users can use "dm-pre-reloc" for usb2/3
controllers in uboot dtsi to instead of kernel dtb. The usb2
phy reset is used to reset phy after it exit from iddq mode.
