old method:

it should be
(ClusterId * FVP_MAX_CPUS_PER_CLUSTER) * FVP_MAX_PE_PER_CPU
+ (CPUId * FVP_MAX_PE_PER_CPU)
+ ThreadId
which can be simplified as:
(ClusterId * FVP_MAX_CPUS_PER_CLUSTER + CPUId) * FVP_MAX_PE_PER_CPU + ThreadId
