The SMMU_S_INIT register definition in the Arm SMMUv3 specification
says that if SMMUv3 has REALM_IMPL == 1 then it is root firmware’s
responsibility to write to INV_ALL before enabling granule protection
checks. So fix this flow during smmuv3 init.
