MIPS: add support for qemu for little endian MIPS32 CPUs

Tested with 'qemu-system-mipsel -machine mips -bios u-boot.bin -nographic'

We provide a default table of { 9600, 19200, 38400, 57600, 115200 }
in <config_fallbacks.h> which mkconfig places after <configs/...h

in <config_fallbacks.h> which mkconfig places after <configs/...h> in
the generated config file. This is used when a board has not set its
own table.

The change is currently needed to be able to remove the board
configuration scripting from the top level Makefile and replace it by
a simple, table driven

The change is currently needed to be able to remove the board
configuration scripting from the top level Makefile and replace it by
a simple, table driven script.

Moving this configuration setting into the "CONFIG_*" name space is
also desirable because it is needed if we ever should move forward to
a Kconfig driven configuration system.
