configs: Re-sync almost all of cmd/Kconfig
This syncs up the current cmd/Kconfig and include/configs/ files with the
only exception being CMD_NAND. Due to how we have used this historically
we need

Move defaults from config_cmd_default.h to Kconfig
This sets the default commands Kconfig to match
include/config_cmd_default.h commands in the common/Kconfig and removes
them from include/configs.

SH4 and SH4A are compatible. But some instructions are different from these.
In Linux kernel, It is treated as a separate CPU, but for now, I
