fix(juno): restrict measured boot to a single algo

Juno is already quite space constrained. This makes enabling all
algorithms provided by Mbed-TLS by default a no-go. Similar to TC,
constrain the board to a single algorithm when measured boot is enabled.

refactor: make arm_gicv2.c and arm_gicv3.c common

These files were meant to be platform specific, but they are generic
enough that a range of platforms find them useful. However, refactoring
them is difficult as their use is platform specific. So copy them to a
generic place and redirect platforms to them.

The new copies will remain for compatibility for platforms that don't
want to or can't take up upcoming refactors and the old copies can be
drastically refactored to make them more widely applicable.

build: use full paths for generated libraries

This change modifies the build rules for static libraries so that
individual rules which use those libraries depend directly on the
archive files that are generated, rather than their phony target aliases
and `-lX` link flags.

The goal of this is to clean up Make's view of the dependencies between
files, avoiding phony targets (which do not honour timestamps) making
their way into intermediate dependencies.

build: unify verbosity handling

This change introduces a few helper variables for dealing with verbose
and silent build modes: `silent`, `verbose`, `q` and `s`.

The `silent` and `verbose` variables are boolean values determining
whether the build system has been configured to run silently or
verbosely respectively (i.e. with `--silent` or `V=1`).

These two modes cannot be used together - if `silent` is truthy then
`verbose` is always falsy. As such:

make --silent V=1

... results in a silent build.

In addition to these boolean variables, we also introduce two new
variables - `s` and `q` - for use in rule recipes to conditionally
suppress the output of commands.

When building silently, `s` expands to a value which disables the
command that follows, and `q` expands to a value which supppresses
echoing of the command:

$(s)echo 'This command is neither echoed nor executed'
$(q)echo 'This command is executed but not echoed'

When building verbosely, `s` expands to a value which disables the
command that follows, and `q` expands to nothing:

$(s)echo 'This command is neither echoed nor executed'
$(q)echo 'This command is executed and echoed'

In all other cases, both `s` and `q` expand to a value which suppresses
echoing of the command that follows:

$(s)echo 'This command is executed but not echoed'
$(q)echo 'This command is executed but not echoed'

The `s` variable is predominantly useful for `echo` commands, where you
always want to suppress echoing of the command itself, whilst `q` is
more useful for all other commands.

build(juno): added error check for BL32 dependency

Macro PLAT_ARM_MAX_BL32_SIZE definition is dependent on
JUNO_AARCH32_EL3_RUNTIME=1. When this value is not set and building
for AArch32, the build fails as it cannot find the definition of the
first macro. With this patch, the problem is addressed by producing
an error when the dependency is not set properly.

feat(ethos-n)!: load NPU firmware at BL2

BL2 on Juno now loads the Arm(R) Ethos(TM)-N NPU firmware into a fixed
address, using the existing image loading framework.

Includes support for TRUSTED_BOARD_BOOT, if enabled, using the firmware
content and key certificates from the FIP.

Supports the ARM_IO_IN_DTB option so can specify the firmware location
from the dtb rather than it being hardcoded to the FIP

Update makefile to automatically embed the appropriate images into the
FIP.

BREAKING CHANGE: Building the FIP when TZMP1 support is enabled in the
NPU driver now requires a parameter to specify the NPU firmware file.

build(ethos-n): add TZMP1 build flag

For the Arm(R) Ethos(TM)-N NPU Driver to support running inference with
protected memory the TZC must be configured with appropriate regions.

This is controlled in build time by the now added build flag.

The new build flag is only supported with the Arm Juno platform and the
TZC is configured with default memory regions as if TZMP1 wasn't
enabled to facilitate adding the new memory regions later.

This has been introduced to simplify dependencies on the FDT wrappers.
We generally want to avoid pulling in components on a file-by-file
basis, particularly as we are trying to draw conceptual boxes around
components in preparation for transitioning the build system to CMake,
where dependencies are modelled on libraries rather than files.
